Mitochondrial Disease Affecting Communication

Christina is a parent of a daughter with a mitochondrial disease that  takes away her daughter's ability to communicate verbally at times.  She is investigating sign language as an option, plus she lives in Canada and needs to know how to get help from Canadian government  entities or the local deaf community.
