Canada's policy on legal immigration is that immigrants can not have medical conditions that might present a burden on Canada's health care and social service systems. As a result, Canada denied legal permanent residency to a family with a deaf boy, even after the boy received cochlear implants. A court overrruled that decision, but the final decision still has to be made by the visa office.
